What is MOQ and How to Negotiate It with Chinese Factories

MOQ — Minimum Order Quantity — is the three-letter acronym that kills more sourcing deals than price ever does. You find a factory you trust, they quote a unit cost that works, and then they tell you the MOQ is 5,000 pieces when you only want 500. This article explains why MOQs exist, how they are set, and the practical ways to negotiate them down on custom industrial brushes and related products — drawn from real factory economics in Anhui, China.

Why factories use MOQs

An MOQ is not arbitrary. It is the arithmetic of two fixed costs: tooling and setup. To make a custom brush, the factory must prepare a mould or fixture for the hub, load the right filament, set the tufting density, and configure the trimming machine. Setting up a production line typically takes 30–60 minutes regardless of whether the order is for 100 pieces or 1,000. The setup labour, machine downtime, and the overhead of filament changeovers are the same. If the factory cannot spread those fixed costs across enough units, they lose money — or they need to raise the unit price to cover them.

The second factor is material minimums. Filament suppliers usually sell by the spool, and a single spool of a specific nylon or abrasive filament may be enough for 2,000 disks or 10,000 strip brush metres. If your order needs a special grade, the factory has to buy the material before your production starts — and they will not buy a spool for an order that only consumes a tenth of it unless you cover the carry cost.

Real MOQ numbers for industrial brushes

That number reflects a medium-sized Anhui factory with in-house tooling and filament inventory: the setup time is offset over a few hours of production, the material minimums are met, and the margin still makes sense. For products that use standard cores and common filaments, the MOQ can go lower; for highly specialised brushes that need a custom mould, it may rise to 500 or more. The number is always a starting point for a conversation, not a wall.

Six ways to negotiate a lower MOQ

  1. Accept a standard core. Custom hubs and bores drive the tooling cost. If you can adapt your design to a core the factory already stocks, the MOQ drops significantly because the setup cost almost disappears.
  2. Order multiple sizes together. A single production run of 500 disks that includes three different diameters (e.g. 13″, 15″, 17″) using the same filament and core is often accepted as a single MOQ because setup is shared. On paper, you ordered 500. In practice, the machine adjustment between diameters takes minutes.
  3. Commit to a rolling forecast. Say: “I will take 250 now, and I commit to a further 250 within 90 days at the same price, with a written forecast.” The factory amortises setup across two orders, and you avoid holding inventory.
  4. Offer a small MOQ surcharge. Instead of paying the full 5,000-piece price and warehousing excess inventory, offer to pay a modest unit surcharge on a smaller quantity. Both sides can find a number that works.
  5. Ask for the next production window. If the factory is already running that filament and core for a larger customer, ask to piggyback your 200 pieces onto the tail end of that run. The machine is already set up, so “MOQ” effectively disappears — you just need to wait for the right window.
  6. Optimise your design for manufacturability. Involve the factory engineer early. A small change in filament diameter or trim length can move you from a special-order material to a stock grade, cutting the MOQ by half or more without affecting brush performance.

The DDP advantage on smaller orders

When you negotiate an MOQ down, the absolute order value shrinks. Small orders expose the shipping cost as a proportionally larger line. A DDP (Delivered Duty Paid) quote from a supplier who handles the full logistics chain keeps the landed unit cost predictable even at lower quantities, because freight consolidation and customs management are included in the price rather than layered on afterwards. After you negotiate the MOQ, your next question should always be: “What is the total landed cost on DDP terms at that quantity?”
